Do other countries teach evolution as a theory?

Yeah, I am sure they do. The teaching values in the USA do not mirror those of other countries, not by a long shot. Evolution is something that happened and happens, just at a slower pace than we mortals can fathom to watch. Turning a blind eye doesn't make it so.
