In the State of New Jersey, are there laws against abusing claims of child abuse?

A friend of mine recently gave birth to a baby boy in Oct., becoming an unmarried mother. The mother and father each wants custody of the baby, creating a custody battle. To create problems for the mother, on the day of the baby's birth, an annonymous person called NJ's Division of Youth and Family Services (DYFS) and reported the baby being abused by the mother. Since then, DYFS has been monitoring the situation, with case works showing up at her home from time to time, without reporting any abuse on the infant. Yesterday, 12/11/07, local police showed up saying that they are responding to a child abuse call, and found none. Are there laws in NJ that prevent false allegations against the child's caretaker of child abuse? Or anybody can call in and claim so-and-so is abusing their child without any legal responsibilities?
